Redmine shows "Password is too simple"

The error message "Password is too simple" is shown when Redmine judges that the password that you tried to set is not appropriate from a security point of view.
Passwords that cause the error message
If you try to set a user's password to a string that matches any of the following, the error message "Password is too simple" is shown and you cannot set the password.
- Login
- First name
- Last name
(Example)
mcarter and mcarter@example.com cause an error
