Issue Watchers
When you use the Watch feature, you receive email notifications whenever the watched item—such as an issue, Wiki page, or forum topic—is updated.
For issues, you can not only watch them yourself but also add watchers, allowing other members to receive notifications as well.
By adding all relevant members as watchers, notifications about updates are sent to everyone involved, helping the team share the latest status of the issue.
This works much like adding people to CC when sending an email—watchers serve the same purpose within Redmine.
Adding Watchers to an Issue
For issues, adding watchers allows other members to watch the issue and receive notifications.
You can check or modify these permissions under:
Administration → Roles and permissions → Permissions report
Setting Watchers When Creating a New Issue
In the issue creation screen, turn on the checkboxes in the Watchers section to add users as watchers.
The selected users will be registered as watchers when the issue is created.
◾️If the project has 20 or fewer members
User checkboxes are shown directly.

◾️If the project has 21 or more members
Click Search for watchers to add to search and add users.

Adding Watchers to an Existing Issue
Open the issue you want to edit, then use the Watchers section in the sidebar to add or remove watchers.
