Simplify fieldset borders in issue edit form
The borders separating sections in the issue editing form will be simplified. Specifically, we will retain only the top border and remove the right, bottom, and left borders. Removing these borders reduces unnecessary visual noise, making the entire form cleaner and easier to read.
