Add a page to list all available SVG icons
A page listing available SVG icons is being added for developers. When you run Redmine in development mode and navigate to http://hostname/rails/info/svg_icons in your browser, you can see all available SVG icons. The hostname should be replaced with the Redmine's host name or IP address.
